التمويل التنموي الميسر وتحفيز التحول الهيكلي نحو الاقتصاد الأخضر (بالتركيز على الصكوك الخضراء)

استهدف هذا البحث التعرف على دور التمويل التنموي في تحفيز التحول نحو الاقتصاد الأخضر من أجل الحفاظ على الاستدامة البيئية، وخاصة التمويل من خلال الصكوك الخضراء ومدى نجاحها في تمويل مشروعات الاقتصاد الأخضر بكفاءة وفعالية. وتم استخدام المنهج الوصفي التحليلي عبر تناول خمسة محاور استعرضت الإطار المفهومي لكل من التمويل التنموي الميسر والاقتصاد الأخضر، ثم الصكوك الخضراء كأداة تمويل مبتكرة، ومن ثم تحليل دور التمويل الميسر في دعم الاقتصاد الأخضر. وفي الأخير تقديم نظرة مستقبلية لتطوير سياسات التمويل التنموي الميسر. هذا إلى جانب اقتراح بعض المتطلبات والآليات التي تُمكِن من تفعيل التحول نحو الاقتصاد الأخضر.

This research aimed to identify the role of development finance in stimulating the transition towards a green economy in order to maintain environmental sustainability, especially financing through green sukuk and the extent of its success in financing green economy projects efficiently and effectively. The descriptive analytical approach was used by addressing five axes that reviewed the conceptual framework of both concessional development finance and the green economy, then green sukuk as an innovative financing tool, then analyzing the role of concessional finance in supporting the green economy, and finally providing a future vision for developing concessional development finance policies. This is in addition to proposing some requirements and mechanisms that enable the activation of the transition towards a green economy.
